Dubai's Cultural Leaders Tour Austrian Tech Art Hub to Study Digital Innovation Models

Hala Badri, Director General of Dubai Culture and Arts Authority, led a delegation to Linz, Austria this month to examine how emerging technologies are reshaping artistic practice and public engagement with cultural content. The visit centered on understanding the operational models and creative approaches that position institutions like Ars Electronica at the forefront of global innovation in digital arts and technology-driven cultural work.

The delegation’s primary focus was the Ars Electronica Center, where Managing Director Andreas Bauer walked the group through the facility’s exhibitions, interactive installations and underlying philosophy. The Center opened in 1996 and is marking its 30th anniversary this year. It operates as a research and experimentation hub that brings together artists, scientists and researchers to explore how technology shapes contemporary life and future possibilities. Bauer outlined the institution’s approach to merging art, technology and science in ways that offer audiences new perspectives on rapid global transformation.

During the tour, delegation members encountered active projects spanning artificial intelligence, robotics, neuroscience, biotechnology, space exploration and climate science. The Center uses interactive experiences to present complex scientific and artistic subjects, making specialized knowledge accessible to general audiences. One installation drew particular attention: Deep Space 8K, an immersive digital environment that employs ultra-high-resolution projection and interactive tracking systems. This technology enables new approaches to storytelling and data presentation while deepening how audiences engage with artistic, cultural and scientific material.

The delegation included Shaima Rashed Al Suwaidi, CEO of the Arts, Design and Literature Sector at Dubai Culture; Maitha Ali Al Blooshi, Director of the Emerging Arts Department; Ahlam Al Bannai, Director of Al Jalila Cultural Centre for Children and Acting Director of the Visual Arts Department; and Sara Al Pachachi, Senior Project Manager in Corporate Communication and Marketing. The visit formed part of a broader Austrian engagement that included attendance at the Ars Electronica Festival, running through September 13, and a tour of the Design Center Linz, a major international venue for exhibitions, conferences and cultural events.

By attending the Prix Ars Electronica Award Ceremony, one of the festival’s signature events, the delegation gained direct exposure to artists and creative practitioners working at the intersection of art, technology and society. The ceremony honors recipients of the Golden Nica award alongside winners of other international awards and initiatives, providing concrete examples of how institutions globally are advancing creative practice through technological integration.

The broader aim of the delegation’s travel reflects Dubai Culture’s strategic interest in strengthening ties with leading international cultural institutions. The Authority is seeking new collaboration opportunities and expertise exchange across culture, digital arts and emerging artistic fields. Such partnerships, in the Authority’s framing, support the continued development of Dubai’s cultural and creative sector while reinforcing the emirate’s standing as a global cultural reference point and driver of the creative economy, all while maintaining connection to Emirati heritage.

Observing how the Ars Electronica ecosystem operates across research, education and public programming gave the delegation insights applicable to Dubai Culture’s own development priorities. The open question now is which of those models will translate into concrete partnerships, and on what timeline.
