Abu Dhabi residents find mental health care closer to home, breaking down barriers to trea

Integrated care network brings mental health services to neighborhood clinics across the Emirate.

For residents of Abu Dhabi, getting help for anxiety or depression once meant navigating specialist referrals, waiting lists, and the weight of stigma. That experience is changing.

Mental health support across the Emirate has undergone a fundamental shift. What was once concentrated in specialised centres serving limited populations is now woven into everyday healthcare, available at neighbourhood clinics and through digital tools that meet people where they are.

The expansion reflects a deliberate strategy by the Department of Health, Abu Dhabi to move beyond treating crises after they emerge. The system now emphasises early identification, continuous support, and prevention. The numbers tell part of this story: the workforce of mental health professionals has grown by 81 percent since 2022, with plans to double patient capacity within the next two years. Today, 143 mental health facilities across the Emirate, including 13 specialised centres, employ 640 qualified professionals operating within a coordinated network designed to guide patients to the right level of care.

The most visible change affects people seeking help in their own communities. More than 1,930 family physicians have completed training to diagnose and manage common mental health conditions such as anxiety and depression. Residents can now access initial assessment and treatment at their nearest Primary Care Centre, avoiding the delays and complexity that once forced people to navigate specialist referrals before receiving any support. When specialists are needed, the integrated system ensures a seamless handoff.

Dr. Noura Khamis Al Ghaithi, Undersecretary of the Department of Health, Abu Dhabi, framed the philosophy behind these changes: “Mental health is not a phase of care, but the foundation of quality of life. In Abu Dhabi, we are working to ensure that support is accessible to everyone, without barriers or stigma, through an integrated approach that brings together prevention, early diagnosis, and treatment, to deliver lasting outcomes and support healthier, more fulfilling lives.”

Beyond workforce expansion, the system now incorporates advanced treatment options. Transcranial Magnetic Stimulation (TMS), a non-invasive, non-pharmacological intervention, has been adopted to serve patients who do not respond to medication, expanding recovery pathways and improving outcomes. The Department has also established 19 patient outcome indicators and developed care pathways addressing 80 percent of the mental health burden in the Emirate, supported by integrated digital records that track individual progress and inform system improvements.

Access has been extended further through technology. The TAMM platform now hosts a mental health self-assessment tool available to adults aged 18 and above, allowing individuals to evaluate their own wellbeing and receive personalised recommendations without requiring an initial appointment. A 24/7 hotline called “800-SAKINA,” operated in collaboration with Sakina, provides psychological first aid and direct access to qualified professionals for immediate support.

Community engagement forms another pillar of the strategy. Abu Dhabi Public Health Centre has launched “Beauty of Our Minds,” an interactive experience designed to foster open conversation about mental health and reduce the stigma that often prevents people from seeking help. H.E. Dr. Rashid Al Suwaidi, Director General of Abu Dhabi Public Health Centre, put it plainly: “Mental health is a fundamental pillar in building and empowering a healthy community, where individuals can enjoy a better quality of life. Guided by this principle, we are committed to advancing mental health alongside physical health to all, through raising awareness and expanding access to prevention and support services, ensuring they are available to every individual and family when needed.”

These initiatives operate within a broader government coordination effort spanning multiple agencies across the Emirate. The integrated model encompasses awareness, diagnosis, treatment, and ongoing support beyond the acute phase, aiming to sustain community wellbeing and long-term health resilience.
