UAE’s AI Infrastructure Bet Signals a New Digital Power Play
Abu Dhabi is building one of the world’s largest AI computing campuses outside the United States. That single fact captures the scale of what the United Arab Emirates is attempting: not adopting artificial intelligence developed elsewhere, but constructing the infrastructure, models and government systems that will power AI development across the region and beyond.
The project at the center of this effort is Stargate UAE, a planned AI infrastructure campus in Abu Dhabi involving G42, OpenAI, Oracle, NVIDIA, SoftBank and Cisco. It will eventually reach five gigawatts of computing power. A first cluster of 200 megawatts is expected to become operational in 2026. This is not a modest expansion. It reflects a calculation that controlling access to computing power, data storage and AI models has become as strategically important as controlling energy or telecommunications infrastructure once were.
The reasoning is direct. Training and deploying advanced AI systems requires enormous computing capacity. Countries with access to large-scale data centres and advanced chips gain a decisive advantage in developing and deploying AI applications. For the UAE, building this capacity also positions it as a regional technology and cloud-computing hub, attracting businesses and governments seeking high-performance infrastructure.
Meanwhile, data centres themselves have become strategic assets in this new competition. Microsoft and G42 are expanding data-centre capacity in the UAE with a planned 200-megawatt expansion to support cloud computing and AI workloads. These investments signal growing demand as businesses and governments increasingly integrate generative and agentic AI into their operations. The infrastructure race carries significant costs: AI data centres demand large amounts of electricity, cooling capacity, networking infrastructure and specialised chips, making them fundamentally different from conventional digital infrastructure. The UAE’s combination of energy availability, capital and modern telecommunications infrastructure provides an important advantage, though maintaining this ecosystem at scale will require sustained investment.
Infrastructure alone does not create technological independence. The UAE is simultaneously developing its own AI models. The Falcon family of models, developed by the Technology Innovation Institute, gives governments and organisations greater control over AI systems, particularly where data sensitivity, language and national priorities are involved. This effort addresses a significant gap in global AI development, which remains dominated by companies and models originating largely in the United States and China. Building models with stronger Arabic capabilities allows the UAE to develop intellectual property that can serve markets across the wider Middle East while reducing reliance on foreign AI systems.
The UAE is also creating domestic demand for these technologies through deliberate government adoption. The country approved a framework targeting the transition of 50 percent of federal government services and operations to agentic AI systems within two years. It simultaneously announced plans to train 80,000 federal employees in agentic AI capabilities. This creates a feedback loop where government adoption provides a large domestic market for AI companies while officials gain practical experience with the technology. It also reflects the UAE’s preference for a top-down approach to technological transformation, where government policy, infrastructure investment and private-sector participation move together.
What emerges from these simultaneous investments is an attempt to build an integrated national AI ecosystem spanning compute, data centres, cloud infrastructure, models and government deployment. This approach reduces reliance on any single layer of the global AI supply chain. Complete technological sovereignty remains difficult. Advanced AI still depends on global semiconductor supply chains, specialised hardware, international talent and partnerships with major technology companies. The UAE’s advantage may therefore lie not in becoming completely self-sufficient, but in becoming a strategic AI bridge between global technology companies and emerging markets.
The scale and speed of these investments underline how seriously the UAE views artificial intelligence as an economic and geopolitical opportunity. The real test, once the data centres are built and the models are launched, will be whether this infrastructure generates productive businesses, skilled jobs, research capabilities and exportable AI services. If these investments translate into a functioning AI ecosystem, the UAE could emerge as one of the most influential AI centres between East and West.
