Dubai’s Third Research Funding Round Seeks Ambitious Projects in Three Priority Areas
Researchers in Dubai have until September 6, 2026 to submit proposals for the Third Funding Round of the Dubai Research, Development and Innovation Grant Initiative, a program designed to strengthen the emirate’s position as a global research hub. The initiative is now accepting applications from eligible Principal Investigators working in three strategic research areas: Cognitive Cities, Health and Life Sciences, and Environmental Sciences.
The funding structure reflects the program’s emphasis on moving research from concept to real-world impact. Successful projects will receive between AED 500,000 and AED 1.5 million, with an annual budget cap of AED 500,000. Projects can run for up to three years, divided into two phases. The first year focuses on research validation, proof of concept and detailed planning. Years two and three concentrate on research advancement, implementation and further validation. Progression from the first phase to the second is not automatic; projects must demonstrate sufficient progress and measurable value before continuing.
At least 60 percent of awarded grant funding must be spent within Dubai. This requirement ensures that the research strengthens local infrastructure, laboratories and teams while building the emirate’s broader research capacity.
To be eligible, a Principal Investigator must hold a PhD in a relevant field, be fully affiliated with a Dubai-based higher education institution or research centre, and demonstrate a record of research excellence. Applicants cannot have previously received funding as a Principal Investigator through the Dubai RDI Grants Initiative. Researchers who have already been funded in that capacity may, however, participate as Co-Principal Investigators where permitted.
The Third Funding Round places particular emphasis on original, frontier and strategically relevant research rather than incremental extensions of existing projects. Applicants whose proposals simply extend current work without introducing meaningful new direction may find themselves at a disadvantage. The strongest proposals begin with a clearly defined challenge or opportunity and then demonstrate why the proposed research provides an important response to that challenge.
Each of the three priority areas carries its own focus. Cognitive Cities research targets improvements in how cities, urban systems and communities operate through advanced knowledge and innovative approaches, with proposals encouraged to address Dubai’s distinctive urban, economic and geographic environment. Health and Life Sciences research may tackle challenges in health, medicine and life sciences, particularly projects capable of strengthening research capacity or generating meaningful societal and economic benefits. Environmental Sciences research supports projects related to sustainability and environmental challenges relevant to Dubai’s context, with emphasis on long-term environmental, economic or societal value.
The initiative supports both fundamental and applied research. Fundamental research proposals should clearly explain the research problem or knowledge gap, why the research matters, its potential contribution to the relevant field, and why the proposed work is strategically relevant to Dubai. Applied research proposals must additionally demonstrate a credible pathway toward practical application, pilot implementation, policy relevance, commercialisation where appropriate, and societal or economic impact. The strongest proposals are expected to go beyond simply producing academic publications.
Artificial intelligence and other advanced technologies are eligible when they provide genuine value to the proposed research. Applicants should not include AI merely because it is a current technology priority. Where AI or another advanced technology is proposed, applicants must explain why the technology is necessary, how it improves the research methodology, how it strengthens the proposed solution, what additional impact it could generate, and why the technology is appropriate for the specific research challenge.
Dubai-based universities and research institutions may collaborate with local academic institutions, international universities, international research organisations, government entities and industry partners. Academic collaboration remains important, but government and industry partnerships are encouraged when they provide clear additional value. An industry partner may strengthen technology development, pilot testing, commercialisation, access to real-world data, market adoption and scaling opportunities. A partnership should have a clear purpose rather than being included only to strengthen the appearance of a proposal.
The initiative’s stated aims are broad. They include establishing Dubai as a global research, development and innovation hub; increasing private-sector participation in research and development; encouraging innovation-driven startups and advanced technology exports; creating high-skilled employment; developing local research talent, including Emirati researchers; and expanding Dubai’s pool of research leaders. The program also seeks to strengthen laboratories and research infrastructure, encourage collaboration between academia, government and industry, and increase the overall contribution of research and development to Dubai’s economy.
