What currently takes days, including the back-and-forth of manual reviews, compliance checks, and document verification, will soon take minutes. The new platform reads submitted architectural drawings and technical documents, cross-checks them against the Dubai Building Code and all relevant engineering standards, and issues permit decisions automatically, without a human reviewer in the loop.
The system is built around an intelligent AI agent that works through a structured sequence of checks. It verifies plot planning requirements, reviews architectural designs, assesses mechanical, electrical and plumbing systems, validates structural safety standards, and cross-checks data across all submitted drawings and supporting documents. Once those checks are complete, the system generates the building card information needed to move construction forward.
For customers seeking to build private or investment villas, the practical change is immediate feedback. Instead of waiting to learn whether a design meets code, applicants will receive decisions and, where needed, specific guidance on required amendments in real time.
Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, described the ambition plainly. “This project reflects Dubai’s vision of using artificial intelligence not merely to improve government services, but to fundamentally redesign them by creating a digital ecosystem capable of making accurate and efficient decisions in line with the highest regulatory and engineering standards,” she said. She also tied the initiative to Dubai’s Economic Agenda D33 and the emirate’s plan to accelerate AI adoption.
The rollout follows three phases across 26 weeks. Development and testing of the AI agent comes first, with the focus on ensuring accurate compliance assessment across multiple engineering disciplines. A pilot phase follows, conducted with a selected group of engineering consultancy firms operating in a live environment, gathering feedback on performance and usability. The third phase deploys the system across all private and investment villa permit applications submitted by consultancy firms, with full integration into the Build in Dubai platform.
Inside Dubai Municipality, the efficiency gains are substantial. Processing times shrink sharply, manual reviews become limited to exceptional cases, and technical teams can redirect their attention toward higher-value work rather than routine compliance checking. The system also improves the quality and accuracy of data available for decision-making and future planning.
The project sits within a broader municipal modernization effort to accelerate government procedures through advanced digital technologies. Officials frame it as supporting ease of doing business, improving customer experience, and advancing Dubai’s ambition to lead in smart and sustainable city governance.
By removing the human bottleneck from routine permit decisions, the system aims to reinforce Dubai’s position as a destination for investment and development.
